The Ukrainian Parliament adopted Resolution №7563 on the establishment of a Temporary Commission of Inquiry on issues of monitoring the receipt and use of international material and technical aid during martial law.

People’s Deputy (Member of Parliament – Ed.) of Ukraine Yaroslav Zhelezniak reported this.

314 People’s Deputies voted in favor. “Voice” factionʼs MP, Rustem Umyerov, became the head of the TCI.

The draft resolution has been released on the website of the Verkhovna Rada.

According to the explanatory note, the main goal of the Temporary Commission of Inquiry is to show partners that Ukraine has stable institutions that can work effectively under martial law.

“Ukraine must prove to the whole world that the transportation, frontline distribution, and international material and technical assistance expenditure procedures are transparent and devoid of corruption or other negative factors. The Verkhovna Rada of Ukraine should participate in this process as an additional lever of parliamentary control to ensure the legality and the rule of law at the highest state level,” says the explanatory note to the document.

The resolution states that the Temporary Commission of Inquiry should ensure the preparation of legislative initiatives to create a model of parliamentary control over the use of international aid.

The commission must also collect and analyze data on ‘improper or untargeted transportation, distribution or use of international material and technical assistance.’

Previously, the Head of the President’s Office Andrii Yermak suggested creation of a parliamentary TCI. This statement was made amid Russia’s propaganda campaign spreading disinformation about Ukraine’s alleged sale of Western military aid.
