Ukrainian Arms Manufacturers Council Creates Export Roadmap for Entering Foreign Markets

The Ukrainian Arms Manufacturers Council presented the Export Map, the first practical roadmap for arms manufacturers explaining how to enter foreign markets. The document was created on the basis of open sources and foundational materials and will be updated in real time.

The map describes two key routes for Ukrainian companies. The first is Build with Ukraine, which involves joint production with international partners. The second one is Buy from Ukraine, which concerns direct exports of Ukrainian products.

Each of the routes is divided into clear steps: from starting actions to preparing a package of documents, going through permitting procedures and entering international markets. This makes the process more transparent and predictable for manufacturers.

According to the developers, Export Map is intended to become a practical guide for companies seeking to expand their presence in the global market.

It is expected that real export contracts of Ukrainian arms manufacturers will appear no earlier than the second half of 2026. This is due to the need to undergo testing, certification, and all permitting procedures.

Ihor Fedirko, Executive Director of the Ukrainian Armaments Manufacturers Council, emphasized that the Export Map is the first step towards the systematic entry of Ukrainian defense products into foreign markets.

“Our task now is to help manufacturers go this way without losses and failures,” he said.
