Ukrainian and German Drone Makers Sign Agreement on Joint Production and Technology Integration

Ukrainian defense tech company Frontline and Germany’s Quantum-Systems have signed a memorandum of cooperation on the joint production and integration of defense technologies.

The agreement, announced in a press release by Frontline, outlines plans for technological and industrial collaboration, joint R&D projects, and the integration of Ukrainian solutions into the broader European defense ecosystem.

The deal places particular emphasis on expanding drone production in Ukraine, implementing advanced control systems, and localizing key components across Europe.

The memorandum also includes plans to integrate Frontline’s technologies into Quantum-Systems’ unmanned aerial systems, including its electric Vecto (eVTOL) and Twister UAVs, as well as the company’s Drone Port—a modular infrastructure system that enables real-time autonomous aerial reconnaissance.

Frontline develops a range of aerial reconnaissance platforms, including the Zoom and Linza drones, and combat robotic modules such as the Burya turret for the 40 mm Mk 19 automatic grenade launcher.

The company’s systems are based on proprietary communication networks and visual navigation tools that operate independently of GPS.

The agreement was signed in the presence of Ukraine’s Minister for Strategic Industries, Herman Smetanin, and the representatives of the German Embassy.

Co-CEO Sven Kruck and Head of the Ukrainian office Oleksandr Berezhnyi signed the memorandum on behalf of Quantum-Systems, while Frontline was represented by CEO Yevhen Tretiak and Technical Director Pavlo Kosolapkin.

Frontline

Founded in August 2023 by four Ukrainians, Frontline specializes in the development of aerial and ground platforms for reconnaissance and assault operations.

Its founders have been involved in defense innovation since 2014, with several of their systems already in service with the Armed Forces of Ukraine.

One of its key products, the Burya turret, has been integrated with the TerMIT unmanned ground vehicle developed by Ukrainian firm Tencore.

Currently, the company is focused on creating air and ground platforms for defense and assault operations.

Quantum Systems

Quantum-Systems is a German defense tech firm focused on vertical take-off and landing (VTOL) unmanned aircraft systems.

Founded in 2015, it integrates artificial intelligence, edge computing, and autonomous analytics to deliver real-time aerial intelligence.

The company maintains a global footprint with operations in the U.S., Australia, Ukraine, and Romania.
