The public emergency will be imposed in the whole territory of Ukraine, except for Donetsk and Luhansk regions.
The NSDC Secretary Oleksiy Danilov made a corresponding announcement at a briefing, the Militarnyi reports.
Accordin to the NSDC Secretary Oleksiy Danilov, the decision was made at the meeting of the National Security and Defense Council.
The National Security and Defence Council has asked the Verkhovna Rada to impose a public of emergency throughout Ukraine, except for Luhansk and Donetsk oblasts.
According to Oleksiy Danilov, restrictions will vary depending on the region.
• the emergence of particularly extreme emergencies of man-made and natural hazards: natural disasters, catastrophes, fires, pandemics, etc .;
• the mass terrorist attacks, accompanied by loss of life or destruction of vital life-support facilities;
• the eruption of international and interfaith conflicts, blocking or seizing certain particularly important objects or areas that threaten the safety of citizens;
• the emergence of mass riots;
• during an attempt to seize state power or change the constitutional order of Ukraine through violence;
• mass crossing of the state border from the territory of neighboring states;
• the need to restore the constitutional order and the activities of public authorities.
The NSDC Secretary explained that the public emergency applies to all of Ukraine except the Donetsk and Luhansk regions, where it has been in place since 2014, as hostilities are under way.
Oleksiy Danilov told journalists after the meeting that the public emergency will last for 30 days.
Earlier, the head of the “Servant of the People” political faction David Arahamiya said that at a meeting with President Volodymyr Zelensky on February 22, the heads of parliamentary factions and groups discussed the imposition of a state of emergency in Donetsk and Luhansk regions.
“There were ideas about imposing martial law, but we will not impose until open aggression begins. But the state of emergency in the border regions was discussed in detail. Perhaps we will make such a decision depending on the development of the situation. First of all, it is Donetsk and Luhansk regions. Personally, my position – the state of emergency must already be imposed. If we decide, we will vote within one day,” he said.
A state of emergency is a temporary legal regime that provides for a certain restriction of people’s rights and freedoms in times of crisis.
It is imposed with the approval of the National Security and Defense Council, which appeals to the President, after which the Verkhovna Rada votes on the decision.
