One of the priorities of Ukraine’s Ministry of Defense is the personal and professional development of military personnel, as well as enhancing the human resources of the defense forces.

The ministry’s press service reported this initiative.

To achieve these objectives, the ministry has developed a strategy for human capital development within the Defense Forces and initiated public discussions.

The draft order, titled “On Approval of the Strategy for Attracting, Developing, and Retaining Human Capital in the Defense Forces of Ukraine for the Period up to 2027,” is available on the Ministry of Defense’s official website.

In the document, the Ministry of Defense outlines key goals and objectives aimed at enhancing the country’s defense capability during martial law, the post-war period, and peacetime.

“One of the top priorities today is the development of human capital. This is the key to victory and the key to success. The new Strategy will become a tool for raising the prestige of the service, comprehensive development, and motivation of our defenders. It introduces a comprehensive and innovative approach, taking into account modern realities,” emphasized Deputy Minister of Defense Natalia Kalmykova.

The main goal of the Ministry of Defense is to form defense awareness in society, increase the prestige of military service, and create favorable conditions for the professional growth of Ukraine’s defenders.

Particular attention is paid to ensuring gender equality, strengthening personnel security, introducing innovative approaches to personnel management, and implementing an effective and fair veteran policy after military service.

Implementation of the Strategy will include the development of annual plans, monitoring of key indicators, engagement of civil society, implementation of transformational changes, interagency interaction, and development of international cooperation.

Efforts will be coordinated by a specially created Interagency Working Group under the auspices of the Ministry of Defense.

Successful implementation of the Strategy will help improve the combat readiness of the Defense Forces, accelerate Ukraine’s integration into NATO and the EU, and optimize investments in the development of military personnel.
