Ukraine Proposes $90 Billion Purchase of U.S. Weapons Under Security Guarantees

During his visit to the United States, Ukrainian President Volodymyr Zelensky outlined his vision for security guarantees for Ukraine.

Speaking at a briefing in Washington after talks at the White House, he shared the details, according to European Pravda.

Zelensky noted that Ukraine had presented its general vision on the matter to its partners. This proposal is now being refined together with them and will eventually be formalized in an official document.

Describing Ukraine’s vision, Zelensky divided it into two components: financial-material support and security commitments.

“As part of the security guarantees, additional funding is needed. I intend to secure all of this funding, and for that, there must be an understanding from our European partners that we need a source to finance it,” he emphasized.

The financial component also envisions long-term funding that Ukraine will require to sustain its security at the necessary level. However, there is room for discussion about which specific areas should be supported by international partners.

“For instance, if we allocate tax revenues to cover the salaries of our defense forces, then we’ll need strong financial backing for defense manufacturing,” the President explained.

The second element of the financial component within Ukraine’s proposed security guarantees involves a package of American-made weapons that Ukraine does not currently produce.

“This includes fighter jets, air defense systems, and more. We’ve put forward a proposal package valued at $90 billion,” Zelensky said.

He also highlighted Ukraine’s growing drone industry and the potential for cooperation with the United States: “The third part involves our domestic drone production. We’ve reached an agreement with the U.S. that once we open up exports, they will begin purchasing Ukrainian-made drones,” the President added.

In addition, Ukraine has shared with its partners its vision for security commitments – outlining how the security guarantees would function and which forces would be responsible for defending Ukraine in the event of renewed aggression.

On Monday, The Financial Times reported that the Ukrainian ‘peace plan’ presented in Washington includes a proposal for European partners to purchase $100 billion worth of weapons for the Ukrainian Armed Forces from American manufacturers once a peace agreement is reached. The plan also suggests a separate $50 billion agreement between Ukraine and the U.S. to support drone production by Ukrainian companies.
