The State Logistics Operator presented the DOT-Chain IT system, which should improve the supply of goods to the Armed Forces of Ukraine.

According to the Defense Ministry, DOT-Chain is a new level in logistics, thanks to which goods for the army are delivered quickly, transparently, and at a completely new management level.

“Previously, the delivery time for products could be up to two months, but after the introduction of DOT-Chain, this period should be reduced by about four times. Digitalization of procurement processes in defense is a strategic step in improving the efficiency of supplying everything the Armed Forces need,” Deputy Minister of Defense of Ukraine Dmytro Klimenkov noted.

The development of DOT-Chain has become the largest digital project at the State Logistics Operator. A team of IT specialists from the State Logistics Operator worked on the development.

“Our task was to change the old system so that the non-lethal supply of the Armed Forces of Ukraine would be more effective. Currently, the DOT-Chain functionality extends to food. The IT team of the State Logistics Operator has digitized the entire procurement process – from submitting requests for food to issuing invoices and acts. In the future, the system can be quickly scaled up to cover other categories of goods,” Alyona Zhuzha, IT Advisor at the State Logistics Operator, said.

Changes brought by the DOT-Chain system

ArmyInform reports that the innovation digitized paper documents to optimize the military’s work. This is an important step towards abandoning the “paper army.”

Instead of 30,000 papers to be processed by the military every week, it now takes just a few clicks in the system. This significantly reduces the amount of work for the chiefs of departments.

The new system has simplified the payment process for goods. It will be four times faster, as invoices are immediately uploaded to the system, and the State Logistics Operator, having signatures from the military unit and the supplier, can immediately pay for the shipment.

DOT-Chain has optimized data exchange. The Ministry of Defense, among others, uses information from the system.

This allows adjusting the needs of the military in accordance with the data aggregated by the DOT-Chain system: the number of requests, information on supplies, and the volumes that military units have or have not taken on board.

In addition, the system has set up interaction between the parties involved in the process of supplying the Armed Forces of Ukraine. In the DOT-Chain system, all procurement and supply documents are visible for each request.

The State Logistics Operator becomes a third party that takes care of both procurement and supply chain management and can quickly respond to changing requests from military units.
