Ukraine has opened access for private companies to defense technologies that are owned by the state.
Herman Smetanin, Minister for Strategic Industries of Ukraine, stated this.
It is noted that the government has adopted a resolution that regulates the procedure for transferring design documentation for Ukrainian weapons to various business entities in order to expand its production.
If a state customer in the field of defense procurement requires weapons in volumes that exceed the capabilities of state-owned enterprises, at the initiative of the Ministry of Defense, the design documentation may be transferred to other manufacturers, including private ones.
These manufacturers must possess the required capabilities to undertake production.
The resolution also addresses matters related to safeguarding state secrets and protecting intellectual property rights.
According to Smetanin, this will make it possible to provide the Defense Forces with weapons and military equipment more efficiently by domestic enterprises and scale up the production of Ukrainian weapons and military equipment.
As a result, manufacturers will receive more contracts and will be able to produce more defense products.
Last year, the defense industry’s production capacity increased to $35 billion in monetary terms.
Smetanin stated that over the three years of the invasion, the capabilities of the Ukrainian defense industry have grown thirty-fivefold, rising from $1 billion in 2022 to an estimated $35 billion in 2025.
At the same time, last year’s public procurement of defense products reached $9 billion of its own funds in addition to $1.5 billion of foreign investment.
This means that with the same funding in the new year, Ukraine will only be able to use a third of its production capacity.
