Within the USAI program, which involves ordering weapons from defense manufacturers and for which the U.S. Congress allocated $33 billion during the administration of Joe Biden, Ukraine had received $11.1 billion worth of weapons as of October 2025.
This is according to the government report “Operation Atlantic Resolve Including U.S. Government Activities Related to Ukraine,” as cited by the Shrike News Telegram channel.
According to the document, by the end of 2025, the United States had contracted $32.3 billion worth of weapons under the USAI program.
This amount covers nearly all the funds that the U.S. Congress allocated to support Ukraine’s Defense Forces during 2022–2024.
Since this mechanism involves building equipment from scratch at industrial facilities, a large portion of the aid is still on the production lines at American factories. The Pentagon accelerated contract signings in the second half of 2025, which helped allocate nearly all available funding.
Currently, only about $900 million is awaiting final processing under earlier programs, while $300 million from the 2025 budget remains unallocated.
Overall, of the $32.3 billion in signed contracts, $18.2 billion has been paid, while another $14.15 billion is still pending payment. As of the end of June 2025, the U.S. department had contracted $25.4 billion worth of weapons and had actually funded $14.1 billion.
An analysis of order fulfillment shows a clear trend: manufacturers have completed 62% of 2022 contracts, 36% of 2023 orders, and only 18% of 2024 orders so far.
As of October 2025, according to estimates by the U.S. Department of War, the value of defense goods and services delivered to Ukraine amounted to approximately 33% of the total $33.31 billion allocated under the USAI program. This means Ukraine is still expected to receive about $22 billion worth of weapons.
The delivery of these volumes will be spread over the coming years, ensuring steady support for Ukraine’s Defense Forces.
In the first two quarters of 2025, the Pentagon signed new contracts worth $3.2 billion, indicating an acceleration in the implementation of previously announced aid packages.
While the Department contracted only $1 billion in the first quarter, the pace accelerated in the second quarter, with an additional $2.2 billion in agreements signed.
Militarnyi previously reported that the United States adopted the National Defense Authorization Act for Fiscal Year 2026 (NDAA 2026), which prohibits the Pentagon from unilaterally redirecting weapons produced for Ukraine.
In cases of urgent need for such weapons, compensation is provided.
