The Cabinet of Ministers has adopted the final resolution for the operation of the newly established “Defense Procurement Agency” State Enterprise.

The Ministry of Defense of Ukraine reported on this.

With this resolution, the Government approved the procedure for using funds to set up the authorized capital of a state-owned enterprise.

“The Agency is our new systemic tool. The resolution provides the state enterprise with resources to launch its operations. Our goal is to establish a fair and transparent procurement process for the Armed Forces of Ukraine,” Dmytro Klymenkov, Deputy Minister of Defense of Ukraine, reported.

The state-owned enterprise will not be involved in weapons procurement but will focus on meeting the needs of the Armed Forces in food, clothing, equipment, fuel and fuel materials, etc.

Until the end of 2023, the Ministry of Defense will be finalizing procurements for the Armed Forces based on requests for urgent needs. So far, 30 lots have been auctioned to provide the troops with food for the first quarter of 2024.

Tenders have also been announced for the purchase of personal protective equipment: active headphones, chemical and electric heaters, body armor, and helmets.

Previously, there were reports that the State Enterprise “State Rear Operator” would be created, but later the name “Defense Procurement Agency” was introduced.

The fact that these are not two different companies is supported by only one of them, the Defense Procurement Agency, being registered. It was established in November 2022, and according to the registers, its Head is Arsen Zhumadilov.

The Ministry of Defense has previously announced that the State Rear Operator will start operating in December, so it can be assumed that the Defense Procurement Agency will be part of the State Rear Operator or vice versa.

The new reports of the Ministry of Defense mention Zhumadilov as the Head of the Defense Procurement Agency, but earlier, on October 30, he was mentioned as the Head of the State Rear Operator.

“On October 30, the Minister of Defense signed a contract with the Head of the Agency and appointed Arsen Zhumadilov as the Head,” the Ministry of Defense stated on November 25.

At the same time, there is an official Facebook page for the State Rear Operator, and some job search sites use the name Defense Procurement Agency and the State Rear Operator logo.
