Taras Chmut, co-founder of Militarnyi and director of the Come Back Alive Foundation, has been reappointed to the Supervisory Board of the Defense Procurement Agency (DPA).
The government made this decision to strengthen the agency’s team, according to Ukrainian Defense Minister Mykhailo Fedorov. Chmut will serve as the Ministry of Defense’s representative on the board.
Chmut was previously appointed to the DPA Supervisory Board in October 2024, but in January 2025, then-Minister of Defense Rustem Umerov dismissed him and Yuriy Dzhygar following a conflict with Maryna Bezrukova, the Agency head.
The main task of the Supervisory Board is to strategically manage the agency and ensure the implementation of government objectives. The body is responsible for compliance with procurement legislation and monitoring the transparency of all work processes.
Together with the new representative, the Ministry of Defense has already identified priority areas of work. The first task is to identify the front’s real needs. Based on this data, they plan to ensure maximum transparency in procurement, focusing on weapons that demonstrate the greatest combat effectiveness.
Special attention will be paid to quality control and adherence to delivery deadlines. The Supervisory Board will be tasked with tracking logistics chains to reduce the time between payment for goods and their actual receipt by the troops.
There are also plans to build a flexible procurement system to respond quickly to new developments and inventions. The dynamic nature of the processes will enable rapid responses to technological changes occurring directly on the battlefield. An additional priority is to reduce product costs through transparent competition.
