Russia is introducing a 30-day deadline for appearing under a summons: State Duma passes law on year-round conscription.
The State Duma of the Russian Federation has passed in the second reading a draft law on year-round conscription, from January 1 to December 31.
The key amendment to the document stipulates that a draft notice will be valid for only 30 days.
During this time, a citizen is obliged to report to the military commissariat and is not allowed to travel outside the country.
Previously, electronic summonses had no time limit, effectively depriving conscripts of the opportunity to travel abroad indefinitely.
Now, the innovation formally shortens the validity of the summons, but retains restrictions on movement, making the control system more stringent.
Another amendment obliges military commissariats to consider applications for postponement or review of the decision to send to the army no later than five working days after they are submitted.
The draft law itself stipulates that military commissariats can conduct medical examinations, psychological screening and meetings of conscription commissions at any time of the year.
“Year-round conscription will allow to ”unload military commissariats“ and make the system more efficient,” the drafters of the document claim.
At the same time, conscription will remain in two standard stages – from April 1 to July 15 and from October 1 to December 31.
The third reading of the bill is scheduled for October 28. It is expected that after its adoption, the document will quickly come into force.
