Putin declared martial law in the occupied part of the Kherson and Zaporizhzhia regions, along with the so-called “DPR” and “LPR”.
He stated this during the meeting of the Security Council of the Russian Federation.
“I signed the decree on the introduction of martial law in these four subjects of the Russian Federation. It will immediately be shared with the Federation Council for approval. The State Duma was also informed about the adopted decision,” he said.
Also, the “medium level of response” was introduced in occupied Crimea and regions bordering Ukraine – Krasnodar Krai, Belgorod, Bryansk, Voronezh, Kursk, and Rostov regions.
According to the Russian legislation, this means that heads of these regions would “execute mobilization measures in the economic field, within the executive bodies of these subjects of the Russian Federation and local self-government bodies, certain measures of territorial defense, measures of civil defense, protection of the population and territories from emergencies of a natural and man-made nature, as well as the authority to implement measures to meet the needs of the Armed Forces of the Russian Federation, other troops, military formations, bodies, and the needs of the population.”
The text of Putin’s corresponding decree notes that residents of the border regions can be “resettled”, as well as free movement through these territories could be restricted.
Also, a “high alert” regime is introduced in the regions of the Central Federal District and the Southern Federal District, with the exception of the border areas. In other regions – the “basic readiness” regime was announced.
As previously reported, the occupation authorities of the Kherson region announced the evacuation of “authorities” and the civilian population to the left bank of the Dnipro river.
