Norway Plans to Allocate €6 Billion in Military Support for Ukraine in 2026

The Norwegian government plans to allocate €6 billion in military support for Ukraine next year.

The funding is included in the draft 2026 budget presented on October 15, the Norwegian Ministry of Defense stated.

The government identified security and emergency preparedness as key priorities for future spending.

According to the draft, NOK 70 billion (approximately €6 billion) will be allocated toward military assistance to Ukraine as it continues to resist Russia’s invasion.

“This is reflected in the defense budget through two main measures: further strengthening of the armed forces in line with the long-term plan and continued significant military support for Ukraine,” the ministry said.

Overall, the government proposes increasing defense spending by NOK 4.2 billion (approximately €360 million) in 2026 to implement its long-term defense development plan.

It also proposes continuing support for Ukraine under the Nansen program, with a total budget of NOK 85 billion in 2026, of which NOK 70 billion would be directed to military aid.

The proposed defense budget of NOK 180 billion for next year would bring Norway’s defense spending to 3.4% of GDP in 2026.

Military Aid

In 2025, as U.S. support waned, Norway more than doubled its aid to Ukraine. In March, the government and opposition leaders agreed to increase funding to NOK 85 billion, up from the NOK 35 billion approved in November 2024.

Norwegian lawmakers have also discussed using the country’s sovereign wealth fund to further boost assistance to Ukraine.

Training

In early October, the Camp Jomsborg training center for Ukrainian troops opened at the Dęba-Lip Land Forces Training Center in Poland.

Norway and Poland led the project, joined by several Baltic and Scandinavian countries. Norway’s Nord Brigade began construction under Operation Legio in the summer and completed it within a few months.
