Norway Plans $8.4B Ukraine Aid Package for 2026

The Norwegian government has proposed allocating $8.4 billion in aid to Ukraine in 2026, including $4.95 billion for weapons purchases on the international market and from Ukraine’s defense industry.

Prime Minister Jonas Gahr Støre informed Ukrainian President Volodymyr Zelensky of the plan during a meeting in Kyiv.

“The government intends to maintain Norway’s extraordinary support for Ukraine next year and proposes to provide a total of NOK 85 billion in military and civilian support. This is a critical time in Ukraine’s fight for self-defense. While negotiations on a ceasefire and peace are ongoing, the war in Ukraine does not stop. In the current situation, it is important to confirm our continued strong support for Ukraine — political, financial and military,” he said.

If parliament approves the 2026 budget proposal, it would keep Norway’s support for Ukraine at the same level as in 2025.

The proposal will be presented in early October. Even if the Labor Party-led government loses the September election, it will still be responsible for submitting the draft budget.

According to the local media outlet Nettavisen, the proposal is expected to pass regardless of the election outcome, given broad cross-party agreement in parliament on supporting Ukraine.

Although the NOK 85 billion ($8.4 billion) covers both military and humanitarian assistance, most of the funding will be directed to defense.
Of that amount, NOK 50 billion is earmarked for international initiatives and procurement from Ukraine’s defense industry. A final decision on the distribution of the remaining funds has not yet been made.

In 2025, Norway more than doubled its aid to Ukraine as U.S. support waned. In March, the government and opposition agreed to raise funding to NOK 85 billion from NOK 35 billion previously planned in November 2024.

Lawmakers also discussed the possibility of using Norway’s sovereign wealth fund to further increase aid. The Liberal Party and Socialist Left Party supported higher assistance, while the Green Party leader — whose party polls at 4% — proposed allocating €85.5 billion.

On the Independence Day of Ukraine, Norway announced €590 million in funding for a joint air defense procurement with Germany, including two Patriot batteries for Ukraine.
