According to Kyodo News, the concerns are linked to pilot 5G network trials conducted last year by a major Ukrainian mobile operator in cooperation with Huawei.
Following the tests, the operator received spectrum from the Ukrainian government to further develop fifth-generation networks.
Japanese technology group Rakuten also applied to participate in 5G development in Ukraine, but its proposal was not selected.
Japanese government documents state that the expansion of Huawei infrastructure in major Ukrainian cities, including Kyiv, raises serious concerns.
Officials are paying particular attention to potential investments in critical infrastructure, especially in the energy sector.
There are also concerns that Chinese-made equipment could enter the Ukrainian market through intermediaries in third countries.
In particular, this includes possible supplies through Turkish companies, even without the direct involvement of Chinese manufacturers.
Tokyo believes that the spread of Huawei technologies in strategic sectors could pose security risks to Japan, the United States, and European allies.
