Hackers Breach Developer of Russia’s Unified Military Registry

An anonymous hacker group has announced that it has breached the developer of Russia’s unified military registration system.

Radio Svoboda reported the incident, citing the human rights project Idite Lesom.

The breach reportedly targeted the systems of Mikord, a company that plays a key role in developing the military registry.

Human rights activists said that over the course of several months, the hackers had been providing them with “a large amount of materials related to the registry,” including technical and financial documentation as well as source code.

“Thanks to the hack, the destruction of data, and the wiping out of the entire infrastructure, development of the registry has been disrupted for at least several months,” the Idite Lesom Telegram channel reported.

The online outlet Important Stories reported that its journalists contacted the director of Mikord, and he confirmed the fact of the breach.

Meanwhile, he did not answer the question of whether the company is involved in developing Russia’s unified military registration registry. However, the outlet’s sources confirmed the company’s participation in preparing the registry.

The creation of a unified registry of military-liable citizens was ordered by the president of the aggressor state, Vladimir Putin, after the announcement of mobilization in the fall of 2022. In April 2023, electronic summonses in Russia were equated with paper ones, and restrictions were approved for citizens who evade conscription.

However, the registry has still not become fully operational: automatic penalties for failing to respond to a summons including bans on leaving the country, driving a vehicle, and obtaining loans are not yet functioning in full.

In August, the Russian government decided to extend the validity period of military draft notices to one year, thereby allowing a person to be drafted or mobilized during two conscription periods.

This is allegedly needed to ensure more effective planning and implementation of mobilization measures.

Previously, draft notices were valid for six months, but the new decision extends this period to one year.
