Government of Ukraine Opens the Way for Manufacturers to Use Technologies of Ministry of Defense

Ukraine has launched an experimental mechanism for the transfer of technologies developed by the Ministry of Defense to mass production.

The Ministry of Defense explained that technologies that had proven their effectiveness would be able to be implemented simultaneously by several manufacturers. This will significantly increase production volumes and speed up the delivery of developments to the troops.

The new mechanism expands the range of weapons at the expense of existing state developments. Thus, the Ukrainian army gets access to a wider range of modern equipment.

Special attention is paid to international cooperation. The government expects to use the potential of NATO partners to improve the technologies of the Ministry of Defence of Ukraine through the updated export procedure.

At the same time, the technologies remain the property of the state. Only proven manufacturers that meet certain safety and quality criteria will have access to them.

The Ministry of Defense emphasized that the new approach accelerated the development of prototypes of weapons, ensured their scaling in production and reduced dependence on imports.

“Every proven technology should work for the benefit of our soldiers and strengthen Ukraine’s defense capabilities. We are also deepening international cooperation to strengthen the capabilities of the defense industry,” the ministry said.

Technology transfer

Back in March, the government adopted a resolution that regulates the procedure for transferring design documentation for Ukrainian weapons to various business entities to expand their production.

If a state customer in the defense procurement sector needs weapons in volumes that exceed the capacity of state-owned enterprises, the design documentation may be transferred to other manufacturers, including private ones, at the initiative of the Ministry of Defense.

Such manufacturers must have the appropriate capabilities to master production.

The decree also regulated the issues of preserving state secrets and protecting intellectual property rights.

As a result, manufacturers will receive more contracts and will be able to produce more defense products.
