The Budget Committee of the German Parliament has approved a new, long-term military aid package for Ukraine worth more than €11 billion.

According to Spiegel, the new package includes an additional €3 billion for 2025, bringing the total planned military assistance for the year to €7 billion.

The remaining €8.3 billion will be allocated through 2029.

This new funding was made possible by the passage of a historic bill that enables Germany to invest up to €1 trillion in the country’s military and infrastructure.

The new law amends the German Constitution to allow spending beyond the debt limit for defense-related needs and federal state priorities.

According to Spiegel, the new funds will be directed primarily toward air defense systems, ammunition, drones, and armored combat vehicles.

In particular, €3 billion is earmarked for purchasing anti-aircraft missiles for the IRIS-T SLM and Patriot systems.

Another €3 billion will go toward acquiring artillery ammunition, with additional funds allocated for air defense systems and shells, to be delivered over the coming years.

Moreover, €900 million will be spent on drones, with €225 million worth of drones expected to be delivered to Ukraine in 2025. The remainder will be delivered over the following three years.

The funding will also cover the purchase of armored combat vehicles, including Marder infantry fighting vehicles, and other equipment for the Ukrainian army. The package also includes funds for developing Ukraine’s defense-industrial complex.

In justifying the additional budget, the Ministry of Finance emphasizes that U.S. support for Ukraine is not guaranteed, making it crucial for Germany and Europe to contribute more. The committee documents state that uncertainty surrounds the continuation of U.S. support.

In February 2025, it was reported that a Rheinmetall 155mm shell production plant in Ukraine is set to begin operations in 2026.

Once fully operational, the plant will be capable of producing a six-figure number of finished rounds annually.
