FT: Ukraine Reaches Agreement With US and European Allies on Response to Ceasefire Breaches

Ukraine has agreed with the United States and Europe on a multi-level military response plan in the event that Russia violates a potential ceasefire.

The Financial Times reported this, citing its own sources, according to Reuters.

The newspaper notes that the agreement provides for coordinated action by Western forces in response to any sustained Russian violations of a future ceasefire agreement.

According to three sources, if Russia commits an initial breach of the ceasefire, a response should follow within 24 hours. This would begin with a diplomatic warning and, if necessary, actions by the Ukrainian military to halt the violation.

If hostilities continue after that, the plan calls for a second phase involving forces from the Coalition of the Willing, which includes many EU member states as well as the United Kingdom, Norway, Iceland, and Turkey, the Financial Times reports.

Sources quoted by the British newspaper said that if violations escalate into an expansion of hostilities, coordinated military measures by Western forces, with the participation of US troops, should be taken within 72 hours.

The plan was discussed by Ukrainian, European, and American officials in Paris in December and January.

Previously, President Volodymyr Zelensky stated that security guarantees for Ukraine must be signed before a final decision is made on ending the war.

Last month, Axios reported that the United States had said it was ready to provide Ukraine with legally binding security guarantees modeled on NATO’s Article 5 as part of a potential peace agreement.

The discussions are expected to take place at a meeting in Berlin on December 15 between Ukrainian President Volodymyr Zelensky, advisers to US President Donald Trump – Steve Witkoff and Jared Kushner – and leaders of key European countries.

A US official noted that three separate agreements would be concluded – on peace, security guarantees, and reconstruction. According to him, the latest talks for the first time gave Ukrainians “a full picture of the day after.”

Amid these reports, on the night of February 3, Russia executed an attack on Ukraine’s energy infrastructure. The strike took place ahead of a new round of trilateral meetings involving representatives of Ukraine, the United States, and Russia in Abu Dhabi.
