Following the summit of the coalition of the willing in Paris, EU countries pledged to provide Ukraine with 2 million rounds of ammunition for large-caliber artillery worth an estimated EUR 5 billion.

According to the media, at the summit, the EU made a number of commitments to provide direct assistance to the Ukrainian army, as well as long-term support and cooperation measures. This was stated by a European official on condition of anonymity.
Presidents of Ukraine, France, Lithuania, Finland, Cyprus, the acting president of Romania, the German chancellor, as well as the prime ministers of the United Kingdom, Belgium, Bulgaria, Denmark, Spain, Croatia, Estonia, Greece, Ireland, Iceland, Italy, Latvia, Luxembourg, Norway, the Netherlands, Poland, Portugal, the Czech Republic, Slovenia, and Sweden attended the event. The Vice President of Turkey, the Presidents of the European Council, the European Commission, and the NATO Secretary General also attended the summit. Austria, Australia, and Canada were represented at the ambassadorial level.
In particular, it is said that individual EU member states have pledged to provide Ukraine with EUR 17 billion of additional military support. European Council President Antonio Costa already announced similar commitments in early March 2025. However, the figure then was 15 billion. Additional military aid has likely been agreed upon since then.
Since the beginning of 2025, a number of countries have already announced additional assistance. In particular, Germany has allocated €3 billion in additional aid. Norway has more than doubled the amount of military aid, allocating an additional €4.6 billion. Sweden has allocated an additional EUR 1.5 billion. The UK also increased its aid by £1.5 billion.
In addition, according to the newspaper, the countries agreed to urgently allocate two million rounds of ammunition for large-caliber artillery at an estimated cost of five billion euros. This volume of supplies is also envisaged in the White Paper on European Defense, which the European Commission presented on March 19.
Thus, the European Union has decided to divide the proposed project of annual assistance to Ukraine in the amount of 20-40 billion euros into parts, focusing on urgent needs.
An urgent support package for Ukraine of EUR 20-40 billion, which would have been voluntary and funded by the EU states, was not supported at the summit in Brussels due to objections from some countries. The next substantive discussion on this initiative at the political level will take place at an informal meeting of EU defense ministers in Warsaw on April 2-3.
“It is important to have tangible results. If we are not ready to make a decision right now for the whole year, it is better to make a decision in the short term on Ukraine’s immediate ammunition needs. A realistic plan is EUR 5 billion for ammunition. This is what we are working on now,” EU chief diplomat Kai Kallas stated at the time.
The countries also reaffirmed their readiness to increase the military component of aid as part of the loan promised to Ukraine by the Group of Seven (G7) members, which will be covered by the proceeds of Russian assets frozen in the West.
The EU also plans to expand cooperation with the Ukrainian defense industry through new mechanisms such as the Ukraine Support Instrument and SAFE (Security Action for Europe), a €150 billion financing program. Within this program, Ukraine’s defense industry can participate in projects on an equal footing with the EU military industry.
