The European Union will allocate funds to adapt the Trans-European transport network for dual-use transport, both military and civilian.
The funds will be sent to support the proposals to research and execute the movement of military equipment by all types of transport, including rail.

The European Climate, Infrastructure, and Environment Executive Agency is the administrator of the funds.
Applicants must submit their proposals by September 21, 2023. Then, they will be evaluated by December, with the funding starting by June 2024.
The only requirement for the proposal is for the projects to be located in the Trans-European transport network and the EU military transport networks.
Proposals can be submitted by one or more EU member states, as well as private organizations.
Adina Valean, European Commissioner for Transport, noted that the Russian invasion of Ukraine proved that it is necessary to ensure the easy movement of military equipment by EU countries.
On May 5, the European Union Council approved funding to purchase ammunition for Ukraine for one billion euros.
Contracts for the purchase of shells must be concluded by September 30, 2023.
