Denmark Bypassed Laws to Build Flamingo Missile Fuel Plant for Ukraine

The Danish government has decided to temporarily suspend more than 20 laws and regulations to expedite the construction of a Ukrainian defense plant by the Fire Point company.

The Danish DR public broadcaster reported on this.

The new law grants the government broad powers to temporarily override regulations in areas such as planning, construction, energy, forestry, environmental protection, water resource management, and pollution control.

Such exemptions are introduced for projects deemed critical to national defense or carried out under a state of emergency.

The Ukrainian Fire Point company plans to build a solid missile fuel plant in Skrydstrup – a key component for several modern Ukrainian missile systems.

The company has been granted permission to bypass an executive order that regulates risk management for major accidents involving hazardous substances.

This means the plant can begin construction and operations without fulfilling the full set of requirements normally in place to minimize the risk of large-scale accidents and reduce harm to people and the environment.

In this way, the project is being significantly accelerated thanks to the exceptional legal framework.

The law will remain in effect until the end of 2028. It was supported by the ruling SVM coalition, as well as the Danish Democrats, SF, Liberal Alliance, Conservatives, DF, and the Danish Social Democrats.

Fire Point, the company known for producing Ukraine’s Flamingo missile, plans to launch a production line in Denmark for manufacturing solid missile fuel. This will mark the first entry of a Ukrainian defense company into the Danish market.

A subsidiary named FPRT has been established to operate in Denmark and has already received a local registration number (CVR).

At the same time, the Danish Ministry of Defence is exploring the possibility of using Ukrainian-made missile fuel for the PULS rocket systems purchased from the Israeli company Elbit Systems. This move could pave the way for partial localization of ammunition production in Denmark.
