Armenia handed over the tenth version of the draft peace treaty to Azerbaijan.

Armenian Foreign Minister Ararat Mirzoyan announced this at a press conference.

According to him, the Parties have fully agreed on 13 of the 16 articles of the agreement. The Minister believes that it is possible to sign the agreement “in a short time”.

The text contains fully agreed articles or parts of articles, and there are no discrepancies. According to Mr. Mirzoyan, the process of delimitation of the Armenian-Azerbaijani border is based on the Alma-Ata Declaration of 1991, and “no other principle is discussed.”

“It is not a secret that the new version contains a fully agreed text. These are articles or parts of several articles, and we are waiting for Azerbaijan’s response,” the Armenian Foreign Minister said.

Armenian-Azerbaijani border conflict

After the end of the Second Karabakh War in November 2020 with Azerbaijan’s victory, border clashes between Armenia and Azerbaijan resumed on May 12, 2021.

At that time, Azerbaijani troops occupied the territory around Black Lake in the Syunik Province.

Armenia then put the Fifth Army Corps on alert, and the Ministry of Foreign Affairs called Azerbaijan’s action a provocation. Azerbaijan called it a planned change in the deployment of border guard units.

Since then, a series of border clashes have taken place, killing hundreds of soldiers on both sides and occupying part of Armenia’s territory.

In April 2024, Armenia agreed to hand over four border villages that it occupied during the First Karabakh War in the early 1990s.

The two countries agreed on this step as necessary to comply with the Alma-Ata Declaration of 1991, which fixed borders of the former Soviet Union as they existed at that time. This was necessary for the conclusion of a peace treaty.

In April 2024, Russian “peacekeepers” left the territory of Nagorno-Karabakh ahead of schedule. It is reported that the Russians had left the territory of the Khudavang monastery, which had come under the control of the Azerbaijani police.
