About 90% of the military aid packages allocated to Ukraine under the Biden administration’s Presidential Drawdown Authority (PDA) have already been delivered, ABC News reports, citing two U.S. officials familiar with the matter.
In the final months of Joe Biden’s presidency, his administration approved four PDA military aid packages, which is the fastest mechanism for transferring U.S. defense equipment to Ukraine.
PDA allows the President to transfer weapons directly from U.S. stockpiles, though it is limited by inventory availability.
The President can authorize the transfer of existing US defense equipment directly from US warehouses.
It is perfect to cover immediate needs but is limited by the availability of weapons in warehouses.
In addition to PDA, U.S. military assistance has reached Ukraine through the Ukraine Security Assistance Initiative (USAI), under which the government purchases new equipment from defense contractors.
It also was received through the Foreign Military Financing (FMF) program, which provides grants or loans for weapons purchases.
The four PDA packages, announced in December 2024 and January 2025, were valued at approximately $3 billion and primarily consisted of critical ammunition and anti-tank systems.
While most of the equipment has already arrived, some of the remaining aid includes armored vehicles that require repairs before shipment. According to officials, all PDA-issued equipment should be delivered by August 2025.
ABC News also reports that Ukraine is set to receive additional military supplies in the coming years through contracts with private U.S. defense firms, many of which have already been paid for.
However, on March 4, reports emerged that President Donald Trump had ordered the suspension of all U.S. military aid to Ukraine.
