Putin has signed the amendments to the law “On Military Duty and Military Service” introducing electronic summonses.

The law provides for a unified register of Russian conscripts, and also restricts the rights of Russian citizens who refuse to appear at the military commissariat upon receiving a summons.

The corresponding document is published on the official portal of legal information of Russia.

On April 12, the Federation Council approved the amendments to the law “On Military Duty and Military Service” adopted a day earlier by the “State Duma” in the second and third readings, which limit the rights of Russians evading military service.

The amendments stipulate new norms, including, in particular:

  • electronic notifications from military commissions duplicate traditional summonses, both documents have equal legal force;
  • the summons will be regarded as received from the moment it is placed in the personal account of the conscript on the “State Services” electronic portal;
  • summonses to conscripts can be sent by registered mail. It will be regarded as delivered;
  • the summons will be regarded as served after seven days have passed from the date of its placement in the summons register;
  • company management will be obliged to serve summonses to conscripted employees;
  • the registration of citizens for military registration will be carried out remotely, without their appearance at the military commissariat;
  • The Federal Tax Service of Russia will provide data for keeping military records on changes in acts of civil status of Russians;
  • information about citizens who are not on military registration will be sent to military commissariats, including using the “State Services” portal;
  • information about the driver’s license, taxpayer identification number, phone number will be included in the list of data for military registration;
  • the conscript will allegedly be able to appeal the decision on his appearance at the Military Commissariat through “State Services”.

The new rules for obtaining summonses to appear before the Military Commissariat will apply not only to the fixed-term conscripts, but also to all conscripts in Russia.

Aftermath

In addition, all conscripts who received summonses in any of the types specified in the draft law are prohibited from leaving Russia.

In case of failure to appear at the Military Commissariat after 20 calendar days from the date specified in the agenda, a warning is sent through “State Services”.

When receiving this warning, a number of citizen’s rights are limited – for example, he is subject to a ban on registration as an “Individual entrepreneur”, driving a motor vehicle, registration with the tax service, selling real estate, obtaining loans, etc.

Recently, the Minister of Digital Development of Russia, Maksut Shadayev, has said that the electronic register of conscripts will be fully operational as early as the fall.

Presumably, in this way, the Russian leadership is preparing for an even greater mobilization of the population for the war against Ukraine.

Tens of thousands of conscripts in Russia will soon be unable to leave the country.
