Putin has signed the amendments to the law “On Military Duty and Military Service” introducing electronic summonses.
The law provides for a unified register of Russian conscripts, and also restricts the rights of Russian citizens who refuse to appear at the military commissariat upon receiving a summons.
The corresponding document is published on the official portal of legal information of Russia.
On April 12, the Federation Council approved the amendments to the law “On Military Duty and Military Service” adopted a day earlier by the “State Duma” in the second and third readings, which limit the rights of Russians evading military service.
The amendments stipulate new norms, including, in particular:
The new rules for obtaining summonses to appear before the Military Commissariat will apply not only to the fixed-term conscripts, but also to all conscripts in Russia.
In addition, all conscripts who received summonses in any of the types specified in the draft law are prohibited from leaving Russia.
In case of failure to appear at the Military Commissariat after 20 calendar days from the date specified in the agenda, a warning is sent through “State Services”.
When receiving this warning, a number of citizen’s rights are limited – for example, he is subject to a ban on registration as an “Individual entrepreneur”, driving a motor vehicle, registration with the tax service, selling real estate, obtaining loans, etc.
Recently, the Minister of Digital Development of Russia, Maksut Shadayev, has said that the electronic register of conscripts will be fully operational as early as the fall.
Presumably, in this way, the Russian leadership is preparing for an even greater mobilization of the population for the war against Ukraine.
Tens of thousands of conscripts in Russia will soon be unable to leave the country.
