The President of Azerbaijan, Ilham Aliyev, accused the Ministry of Defense of Russia of violating the Nagorno-Karabakh peace agreement guarantees.

Ilham Aliyev claims that the representatives of the Ministry of Defense of Russia promised to ensure that the Armenian military withdraws from the Karabakh by June this year, but this has not happened yet.
According to him, in the 20 months that passed since the second Karabakh war, not much was done for the normalization of relations with Armenia.
“Unfortunately, negative aspects prevail. One of them, in particular, is that Armenia evades its obligations from the November 10, 2020 declaration. As a country that lost the war and signed the act of surrender Armenia assumed certain obligations… Among them is the withdrawal of the Armenian armed forces from the Karabakh. But this issue has not yet been resolved,” Aliyev said.
The President of Azerbaijan emphasized that this issue was also raised ‘several months ago’ with the Russian military leadership, which promised the withdrawal of Armenian troops.
Ilham Aliyev added that back then the Russians promised the Ministry of Defense of Azerbaijan a June deadline.
“We’re in the middle of July, but this issue remains unresolved,” Aliyev said.
On September 27, 2020, Azerbaijan announced a counteroffensive on the territory of the Nagorno-Karabakh controlled by the unrecognized “Nagorno-Karabakh Republic” with Armenia’s support.
When Azerbaijani forces advanced and captured the strategic Shusha city, Presidents of Azerbaijan, Armenia, and the Russian Federation agreed to stop the Nagorno-Karabakh hostilities.
On November 9, 2020, a document with peace terms was signed. It regulated the transfer of the Armenia occupied territories to Azerbaijan.
Azerbaijan has deployed 20 military units to its liberated Nagorno-Karabakh territories.
