The US intelligence is carrying out an internal review of how it assesses the fighting power of foreign militaries following Ukraine and Afghanistan intel failings.

The Senate Intelligence Committee sent a classified letter to the Office of the Director of National Intelligence, the Department of Defense, and the CIA.

The document states that the agencies have broadly underestimated how long the Ukrainian army would be able to fend off Russian forces and overestimated how long Afghan forces would hold out against the Taliban.

They questioned the methodology behind the intelligence community’s assessments.

According to the authors of the letter, these mistakes led to the US delaying military aid to Ukraine.

It is noted that only the Bureau of Intelligence and Research of the State Department had an accurate assessment of Ukraine’s capabilities.

Other intelligence services had largely focused on the quantitative advantages of the Russian army in weaponry, equipment, and manpower. But the “will to fight”, which is among the most difficult intangible characteristics for intelligence, was not taken into account.

However, it is noted that the US intelligence agencies gave accurate estimates of Russia’s planning, which preceded the invasion.
