The Ukrainian Navy, in coordination with the Special Operations Center ‘А’ of the Security Service of Ukraine, launched Neptune missiles at the Azov Optical-Mechanical Plant in the Rostov region—one of the key facilities of the Russian corporation Tactical Missile Armament.

This was reported by the press service of the SSU.

According to preliminary information from the agency, the attack damaged optical and foundry production facilities, an assembly area, an electroplating shop, and a printed circuit board manufacturing shop.

Ruta, Palianytsia, and Bars jet-powered drone missiles were also used in the attack on the facility. Additionally, hits on railroad tank cars carrying fuel and lubricants were recorded in Azov.

This is not the first Ukrainian attack on the Azov Optical-Mechanical Plant. In July 2025, Ukrainian delta-wing drones struck two buildings at the optical-mechanical plant in the city of Azov.

Azov Optical-Mechanical Plant

The Azov Optical-Mechanical Plant Joint-Stock Company is part of the Russian Tactical Missile Weapons Corporation and is one of its key optoelectronic facilities.
The plant manufactures, among other things, radar and infrared seeker heads for guided missiles, thermal imaging devices, and electronic systems for high-precision artillery.

Industry reference guides from the mid-2000s indicate that the Azov Optical-Mechanical Plant produced 36T thermal HHS for the R-27T missile, 24N1 laser HHS for the Kh-25ML missiles and other aviation munitions, 27N for the KAB-500 and KAB-1500 guided aerial bombs, and 27NM for the KAB-250.

In addition, the plant is known to have worked on the Carthage-760 infrared seeker for the Kh-38M2 short-range missile for the Su-57. Court documents confirm a 2008 contract between the Azov Optical-Mechanical Plant and the Vympel Design Bureau, which called for the production of 15 prototype units.

The company is also linked to the 65SNL laser seeker for the Kh-38ML short-range air-to-surface missile and the 27NM-G warhead for the KAB-250L guided aerial bomb.

In addition, the plant supplies components for the production of anti-tank weapons, weapon stabilization systems for armored vehicles, navigation and laser devices for aviation and UAVs, and electronic warfare equipment.

The company also manufactures optical-mechanical and optoelectronic products, as well as products for the aggressor country’s aerospace sector.
