Joe Wilson, a member of the U.S. House of Representatives from the Republican Party, has prepared a draft law on a land grant for Ukraine.

He announced this on his page on X social media.

According to him, he will introduce the Freedom First Lend-Lease Act, HR1158, which would give U.S. President Donald Trump the authority to send weapons to U.S. partners, including Ukraine, to wage war.

“War Criminal Putin understands only the language of force. We must give President Trump the authority to MASSIVELY & QUICKLY arm Ukraine with war-winning weapons to get Russia to the table. Peace through Strength!” Wilson added in his post.

The full text of the bill has not yet been made public, so it is unknown what exactly Wilson’s legislative initiative will provide for and whether it has support among other members of Congress, as the vast majority of them are currently Republican politicians.

The first steps towards a landmark visa for Ukraine were taken in May 2022, when US President Joe Biden signed the relevant law.

At the time, it was expected that the document would accelerate the transfer of weapons, equipment, and other critical supplies to Ukraine by reducing bureaucratic processes.

In August 2023, Oksana Markarova, Ukraine’s ambassador to the United States, stated that Ukraine was seeking, in addition to the three main programs, a fourth instrument of possible assistance in the form of Lend-Lease.

The US Lend-Lease Act for Ukraine has been in effect since October 2023. Despite its extension, the law’s mechanisms have hardly been used in practice.

In December 2024, Ukrainian Ambassador to the United States Oksana Markarova reported that the draft US National Defense Authorization Act (NDAA-2025) does not provide for the extension of Lend-Lease.

Militarnyi previously reported that the supply of US weapons to Ukraine was briefly suspended after the election of the new US President but resumed in early February.

The transfer of aid continued after the new administration of the new US president abandoned its initial position to stop all aid to Ukraine.
